You need to complete basic school education, again if you like in the UK these would be your GCSEs, a few grade A - C's would be best.
The police force also offers an accelerated training program for graduates (people who have a degree)
Other entry requirements are:
Aged between 18 1/2 and 40
A British, Irish or a Commonwealth citizen
Of good character
Able to demonstrate a good standard of education
Physically fit and have good vision
A full driving license (or in the process of learning)

If you live in the UK you do not need any formal qualifications to join the police force. You would enter and train as police constable and then after a period of time you would be able to specialise and train with horses.
