hope this answer helps and gets to you in time.
firstly, I would suggest you look at the reason why you're not happy in Taz. If it's got anything to do with your course, then I think that even moving to Melbourne won't help that. If it's something else, think carefully whether Melbourne will help with it.
So far as re-taking the year, it might seem like a big deal now, but in 10 years time it won't make a difference - trust me!! It's worth re-taking the year to get the marks that will help you in your career - and if you're happier in melbourne anyway, then it'll be easier.
As far as the casual work goes, I wouldn't worry too much. Melbourne is a pretty big city, I'm sure you'd find something.
The other thing I'd suggest is talking to the tutors on the phone at melbourne if you're unsure, or even see a career counsellor at your currently uni - it's down to them to advise what's best for you, not to make you stick around at that particular uni.
And, if it's at all possible, try and make a trip to melbourne to test the water - maybe see if they'll accept you for one semester at a time to see how you get on - that way you can return to Taz if you need to.
