If you want to find the right course for your teaching assitant course i would get in touch with either Connexions for 16 - 25 years old or Prospects for 25+ which both of them give really good advice and it can give you more information on the money side of it. They will also be able to find you a course for free if you are unemployed. Well worth a try

Depends where you are located, but if you want to be a teaching assistant in higher education then you can usually get hired on the basis of a degree, or masters in your subject. As for school TA's, few require formal qualifications but they usually expect some experience of working with children and a good standard of general education. Of course if you really liked the job, you could go on to do teacher training - in the UK, the postgraduate certificate of education allows you to qualify as a teacher in one year. You can do the course for school-based education or further education/ higher education. When starting teacher training courses, they are looking for past experience as a teaching assistant so that would be a strong plus point for you!
